Young people are not a statistic waiting to be corrected. They are people whose ideas, barriers and ambitions must shape the pathways built with them.
Beyond the NEET Label is Mastering Diversity CIC’s commitment to build a youth enterprise and economic-opportunity pathway with young people—not around them, and certainly not without them.
We are beginning with a Wales-wide listening and co-design process. If you are aged 18–34 and live, study or work in Wales, your experience can help determine what the programme becomes, how it is delivered and what meaningful support should look like.
The project survey launches on 10 September 2026 at the Mastering Diversity Conference, Royal Welsh College of Music & Drama, Cardiff.
This is the starting line, not the ribbon at the finish. We are inviting young adults across Wales to tell us what stands between their ideas and economic opportunity—and what an ecosystem worthy of their ambition must build with them.
We need to identify the gaps between your needs and those of our service users!

With the right information we can help you help us to remove the NEET label

Beyond the NEET Label is being shaped not only by what young adults aged 18–34 tell us they need, but also by what employers tell us they need, expect and are able to offer.
Our Employer Skills, Opportunity & Inclusion Survey has been developed alongside our youth research so that we can identify where expectations align, where gaps exist, and where practical changes could create better routes into employment, enterprise and economic participation.
We want to hear from employers of all sizes and sectors across Wales.
Your insight will help us understand:
The youth survey gives us one side of the picture: the experiences, barriers, ambitions and support needs of young adults.
The employer survey gives us the other.
Together, the findings will inform a Youth–Employer Gap Analysis and help shape a programme based on evidence from both sides—not assumptions.
This will be particularly important as we develop employer ecosystems and place-based partnerships, including our emerging conversations around major employment and commercial environments across Wales.
Your organisation does not need to be a current Mastering Diversity partner to take part.
The survey is bilingual and is open to employers, businesses, public-sector organisations, charities, social enterprises and other organisations employing or creating opportunities for people in Wales.

NEET—young people not in education, employment or training—is useful as a statistical measure. It becomes dangerous when it is allowed to define a person.
A dataset cannot tell us whether someone is caring for another person, managing ill health, recovering from a difficult transition, unable to reach an opportunity, excluded by recruitment practices, discouraged by repeated rejection or quietly developing an idea for which nobody has yet opened a door.
That is why we must read the figures through an ecosystem, not from a distance. Data can show movement. Relationships reveal meaning.
International evidence reviewed by the International Labour Organization and the World Bank shows that well-designed active labour-market programmes can improve employment, earnings and business outcomes for young people. The strongest approaches do more than offer a single intervention.
• Skills training and entrepreneurship support can outperform simple employment services.
• Multi-part programmes matter because barriers rarely arrive one at a time.
• Confidence, recognised learning, soft skills, mentoring, business advice, access to markets and finance work best as connected support.
• Local and regional delivery can respond more effectively to transport, employer demand, language, digital access and the needs of groups who are being missed.
An important age distinction
The published NEET evidence discussed on this page mainly concerns young people aged 16–24. The Mastering Diversity listening survey is intentionally open to people aged 18–34 who live, study or work in Wales. The evidence base and the survey population must not be presented as though they are identical.
Beyond the NEET Label will not be another programme that arrives fully packaged and asks young people to squeeze themselves inside it. The first phase is listening, learning and co-design.
The ambition is to build a blended pathway that helps people explore enterprise as one credible route towards economic participation—without pretending that entrepreneurship is easy, suitable for everyone or a cure for structural exclusion.
• Confidence, self-belief and practical readiness.
• Employability, commercial, digital, technical and transferable skills.
• Entrepreneurship discovery and honest guidance about risk.
• Mentoring, coaching and recognised learning.
• Financial capability and funding readiness.
• Access to employers, markets, procurement and specialist enterprise support.
• Regional delivery shaped around the realities of North Wales, Mid and South West Wales, and South East Wales.
• Outcomes measured beyond entry, including retention, job quality, earnings, business survival, wellbeing and progression.
LISTEN FIRST
Young adults help define the barriers, priorities and delivery model.
CONNECT THE SUPPORT
Skills, mentoring, finance, markets and wellbeing are treated as parts of one pathway.
DESIGN FOR PLACE
Regional realities shape delivery; a Cardiff model will not simply be exported unchanged.
EXPECT REAL COMMITMENTS
Partners are invited to offer interviews, placements, apprenticeships, mentoring, procurement and paid work—not certificates alone.
EACH PARTNER HOLDS ONE PART OF THE BRIDGE. NONE HOLDS THE WHOLE SPAN.
Opportunity may be visible on a map and still remain unreachable in practice. Transport, caring responsibilities, disability, health, poverty, digital access, language, seasonal work and distance from employers can turn a nominal opportunity into a closed door.
The project will therefore listen across the three regional groupings used in the published evidence—North Wales, Mid and South West Wales, and South East Wales—while also recognising the differences within them. Local design is not an optional extra. It is how relevance becomes real.
Have you opened a new location, redesigned your shop, or added a new product or service? Don't keep it to yourself, let folks know.
No single institution can close the gap between education, employment, enterprise and economic inactivity. Mastering Diversity is inviting colleges, universities, employers, public bodies, community organisations, funders, entrepreneurs and specialist business-support providers to help turn evidence and lived experience into practical opportunity.
• Youth outreach and co-design expertise.
• Inclusive training, recognised learning and digital capability.
• Mentors, coaches and entrepreneurial role models.
• Interviews, work experience, placements and apprenticeships.
• Procurement routes, customers and access to markets.
• Financial education, start-up guidance and responsible funding pathways.
• Regional knowledge and trusted community reach.
• Evaluation, longitudinal tracking and evidence development.

Mastering Diversity CIC brings people, sectors and communities together to move beyond conversation and create practical pathways to inclusion, representation and economic opportunity. Described as one of the fastest growing organisations in a long while, boasting an unrivalled ecosystem of partners and thought leaders, our principle is simple: We Go Together or Not at All™.

The figures will continue to ebb and flow. Our purpose must be steadier: to understand what those figures represent, listen to the people behind them and build pathways that remain open long enough for young people to walk through—or to create a route of their own.
